So yesterday I asked my brother what they were called -- he couldn't come up with a name but posited that the plates are used to strengthen cement. After which I took to google again to learn about cement and steel plates. Still didn't learn what these babies are called but I did learn a little bit about cement and about steel. Not too much though -- wouldn't want to clutter up my head. Let's just say that you need both to make a tall building in Manhattan.
Still lacking a name, I turned to Instagram last night -- posting a picture from my Lined Up with a query for @46patches (who just happens to be working at Hudson Yards). He reported that they call them blast plates and that he thinks they were used in the slab. So I did a little more googling just now and found out that there is a set of standards around building buildings that can withstand terrorist attacks. At that point (about 10 minutes ago), I decided that it was good to know that there were such standards but that I really did not want to delve into the matter much further.
I still think the blast plates would make good art.
